Reconstituting a 5 mg vial with 2 mL of bacteriostatic water gives a concentration of 2.5 mg/mL. On a U-100 insulin syringe, where one unit is 0.01 mL, that puts 25 mcg in every unit drawn.
A 250 mcg dose at that concentration is 0.1 mL, which is 10 units on the syringe, and the vial holds about 20 of them.
